Missing Russian translation for post

The post https://usavm3domain.gadix.net/international-congress/ should have had a Russian translation that was missing.

The issue was due to how this content was recorded in old database. The id for this entry in the old databaase is #268. The html file for the russian version is present, but the 'DocTitle_ru' is empty, so the script did not create the translation, as the Doctitle field was required.
